If for some reason you want V-sync on, turn it on ingame.
Also turn reflex off in the control panel, only enable it ingame, it might not matter but I would do it anyway.
And, why are you using frame gen? the 4070Ti should be able to maintain high fps on close to max settings without framegen, I know the 4090 can because my 4080 Super OC maintains high fps (140+) on everything maxed out in 1440p.
Do you use display cable btw, or just HDMI?
Lastly, out of curiosity, why are you playing on a TV instead of a monitor?
Not a good advice for an LG OLED TV, since v sync in control panel is required
But why is it required?
But I recommend trying this:
Disable v-sync, both ingame and control panel in global profile and game profile.
Set max FPS to 3Hz below your TV's max refresh rate in Nvidia control panel global settings (117FPS)
Turn low latency mode off in control panel, reflex on ingame.
Power management mode in control panel on game profile: Maximum performance
Texture filtering quality in control panel game profile: Performance
Turn g-sync off if you dont have a g-sync TV.
Set g-sync to enable for fullscreen mode if you have a g-sync TV.
Setting max framerate to 3Hz below the refresh rate works on both TV and monitors, it eliminates screen tearing caused by the GPU outputting more frames than the monitor/TV can handle.
V-sync has some issues sometimes, it can cap the frames at just below half the refreshrate.
