Frame rate sometimes halved to 58fps with nvidia low latency enabled
I'm encountering a very weird bug on both of my PC'S (1 with a 4090, and second with a 4070ti). Both are connected to different LG OLED TVs which have a max frame rate of 120hz. For NVIDIA settings everything is default except for V sync which is toggled "on" in the nvidia control panel. When playing on either pc, if Nvidia frame generation is enabled it automatically enables "NVIDIA REFLEX LOW LATENCY" to "On".

The issue is when NVIDIA reflex is enabled the game sometimes reduces by frame rate down to a capped 58 fps. The only way to fix this is to turn off frame generation, and then to turn off nvidia reflex low latency.

Normally nvidia reflex works correctly and automatically reduces the max frame rate a couple of frames below the max of 120 to 116 (This is when its working correctly) but sometimes out of the blue its as if the game incorrectly think the max frame rate should be 60 fps and as a result reflex caps the max frame rate at 58fps.

Any suggestions?

Disable V-sync in Nvidia control panel, always keep it off.
If for some reason you want V-sync on, turn it on ingame.
Also turn reflex off in the control panel, only enable it ingame, it might not matter but I would do it anyway.
And, why are you using frame gen? the 4070Ti should be able to maintain high fps on close to max settings without framegen, I know the 4090 can because my 4080 Super OC maintains high fps (140+) on everything maxed out in 1440p.

Do you use display cable btw, or just HDMI?

Lastly, out of curiosity, why are you playing on a TV instead of a monitor?

I'm not trying to give bad advice, the only computer I hook up to a TV sometimes is my backup computer, a monitor is always the better option when it comes to latency and such.

But why is it required?

I game on a LG OLED 42 inch. Frame gen is helpful because it's still 4k 120 (decently demanding). You can't enable v sync in game if frame gen is off (you can only force it on in the NVIDIA control panel) and without v sync of the frame rate exceeds the mas refresh rate of the TV (120hz) you get frame tearing and stutter. So yea I'll try disable reflex in control panel at least.

Ah yeah, 4k can be quite demanding.

But I recommend trying this:
Disable v-sync, both ingame and control panel in global profile and game profile.
Set max FPS to 3Hz below your TV's max refresh rate in Nvidia control panel global settings (117FPS)
Turn low latency mode off in control panel, reflex on ingame.
Power management mode in control panel on game profile: Maximum performance
Texture filtering quality in control panel game profile: Performance
Turn g-sync off if you dont have a g-sync TV.
Set g-sync to enable for fullscreen mode if you have a g-sync TV.

Setting max framerate to 3Hz below the refresh rate works on both TV and monitors, it eliminates screen tearing caused by the GPU outputting more frames than the monitor/TV can handle.
V-sync has some issues sometimes, it can cap the frames at just below half the refreshrate.
