Empty Mongol territory

I arrived at Komatsu Forge which is marked as enemy territory and when I enter it was completely empty, not a single enemy.
Is this a bug, or the game is trolling me ? :D

part of the story. continue playing along then you should have a quest to liberate it.

I already liberate one previously but I don't remember was part of story or side quest, hmmm will see :)

it's filled with ghosts and since you are only a metaphorical ghost you can't see them.

Keep playing the Main quests. You'll liberate Komatsu later.
