Is wear and tear a thing in game?

The Traveler's Attire has to be upgraded from level 2 to 3 many times but it quickly reverts back to level 2. This is the only outfit that seems to constantly 'degrade' back.
I am gonna pile up resources and see if I can double upgrade it at one time and see if it skips the endless cycle.
Five time already seems a massive waste of resources.
Is it a bug or a feature?

That's 100% a bug, there is no durability in this game, everything magically stays undamaged

bug, Mine has not reverted back, it is fully upgraded. There is no wear and tear, once upgraded it is permanent.

you might have accidentally changed the look when you were in the gear menu

Now all my current armours (Clan, Hero, Ronin, Traveller, Archer) are maxed out but kept getting prompted to go to upgrade. I hope the stats aren't affected I will just have to ignore it, does seem like wear and tear. But supplies cost would be astronomical.
Seems a bug.
