DLSS on or off, still good. I think it's on your end.
What's your system and game settings? GPU/CPU/SSD or HDD etc?
Personal experience (if you haven't tried it all already) keep using the 'old' GPU driver that came with GoT release, not the latest one from this week. Disable FSR framegen, play around with DLSS/FSR settings and maybe also disable Nvidia boost thing. If you're a bit more technical you could try to look into whether the stuttering is caused CPU or GPU side. But you'd have to run some benchmarking for yourself.

Same thing happening to many others unfortunately.
3080ti/Ryzen 5950x/Win11 - The system runs the game without any issues at a consistent 72 capped fps (or 144 if I use FrameGen) fully maxed out, but after a while everything slowly starts to cause a stutter/frame drop.
Pretty annoying to see when the game runs so well initially.
I don't recall experiencing this before the latest patch, but then again, I also updated to the latest drivers last night.
The micro-stutter occurs for a split-second, then normalizes on the frame time graph. More noticeable while on horseback and traversing new areas. I may rollback my drivers.
Need update this trash.
Well at the very least I can say what does not madder for AMD
Frame-Gen - nope have it on, works fine 120 rock solid
FSR3 - Same deal - Quality (6950) no 4090 tosser here
Steam Overlay - Nope, have it on
I will say after murdering a camp leader with heavenly strike pre-patch this would give me a GPU hang error. Now its alright. GL mates.. I'm rooting for you all.. This is an amazing game and everyone should be able to enjoy it and it genuinely upsets me folks are not. We'll sort this I'm sure.
