If you don't mean Game Pass on PC then it isn't "Xbox games" but just simply PC games which is an unrelated matter.

Let me explain, when the game was first announced Sony released it in all regions, but after the Helldivers drama, the forum was full of people in non-PSN regions making posts threatening how they're going to sue Sony and review bomb Sony and do this to Sony, because they were being sold half a game, they all said that the game should be delisted if they didn't have access to the entire game including the Legends MP mode.
So that's exactly what Sony did, they delisted it in all regions that don't support PSN.
Of course, they'll still sell single player games in non-PSN regions, you've just lost any Sony games that have a multiplayer component. And you can thank all the forum posts and twitter posts and offensive messages and threats to various Sony community managers for what happened.
Actually, it was the players from the non-PSN regions who weren't bothered about the PSN requirement. PlayStation consoles had always been sold in those countries, and they always just made PSN accounts using another region. It was the players from the PSN-available regions who were protesting the PSN requirement.
Btw OP, Sony is selling the game's Steam cd keys even in PSN restricted regions through exclusive 3rd party retailers, just not through the Steam Store, and at a higher price. Just check your local digital stores, although they were quickly sold out within a day here in PH.

If you look at the Horizon Zero Dawn and other Sony games you will see no restrictions for countries other than Russia, Japan (depending on version), etc. It just depends on the game and that list on Steam isn't entirely comprehensive, unfortunately.
There could also be matters like Sea of Thieves requires a Microsoft account... for the multiplayer, but not the single player, similar to GoT. As for why Sony delisted in countries that don't support PSN despite not requiring PSN for single player, similar to Sea of Thieves example my speculation is to avoid legal issues around not offering the full game as promised but with their poor communication it is anyone's guess until they say otherwise. Nobody wants their stupid account because it's a massive security risk. They need to drop this requirement or update their security.
