Well first off the devs are actually American, but yeah the Japanese publisher which is Sony have started to block their games on Steam on regions where you can't make a PSN account.

So yeah sadly Vietnam is one of those regions, but if you really want the game there's a place where you can get it for free... Yarr.

The game originally was made by Sucker Punch Productions, an US based developer.
It isn't available because Sony restrict any country that don't have official PSN support.

They only did it to GoT after what happened with Helldivers 2, so i assume Playstation games released on Steam from now on will be blocked in those listed countries.

God of War is 100% single player no PSN account required. Ghost of Tsushima has multiplayer mode that requires a PSN account to access so they cannot sell it in countries that PSN is not available.

Because GoW doesn't have a PSN Requirement.

The sad/bad thing is that as long as you aren't interested in Legends mode or getting PSN trophies; you could happily play all the single player story/expansion content without a PSN account. Guess they don't want to allow a buyer beware caveat, if there is one part of the game you don't have access to then you get no access at all. :/

(Even though PSN has been made completely optional on Helldivers 2, I haven't heard them lift it's region restriction either.)

Blame your government. Steam is also no longer available in your region anymore because Vietnam blocked Steam entirely and are pushing for domestic gaming products due to bribes.
