So yeah sadly Vietnam is one of those regions, but if you really want the game there's a place where you can get it for free... Yarr.
It isn't available because Sony restrict any country that don't have official PSN support.
I am confused and maybe someone can highlight my ignorance : Why am I allowed to buy God of War then? That appears with no problem for me?

It's completely anti customer and anti money in general, no one really understands why Sony did it.
Because God of War is a pure SP game with no multiplayer, so no Soy account requirement.
God of War is 100% single player no PSN account required. Ghost of Tsushima has multiplayer mode that requires a PSN account to access so they cannot sell it in countries that PSN is not available.
Because GoW doesn't have a PSN Requirement.
(Even though PSN has been made completely optional on Helldivers 2, I haven't heard them lift it's region restriction either.)
