Is new game + locked? Unless you get the pre-order?
Sorry but maybe I misunderstood but when the steam page stated
"Pre-purchase now for the following early in-game unlocks at launch:

New Game+ Horse travel companion"

Does this mean New Game + is locked?

Seems pretty easy to understand to me, Pre-purchase now to unlock your Horse Companion early, or play the game to unlock them normally
