Can I force Proton to run win32 prefix?
Steam Play has problems with dotnet games, and this is no news to anybody. This is the best I could achieve[justpaste.it] after multiple restless manipulations with wine (sorry for humongous file, didn't find useful info on the issue, except winemenubuilder.exe not found error). However, I do know that most of the games I try to launch are 32-bit. However, Proton doesn't work with 32-bit stuff. This has to be a chance. Is there a way out?
Please no "just install steam on wine". No

The issue with .Net games has nothing to do with 32bit prefixes.

Proton runs fine with 32bit games. Win32 runs fine under the Win64 wine environment used by Proton.

However, that said, there are some 32bit libraries you need to install on your system to get 32bit programs supported by Proton. There is a complete list of them over on the Proton github page.

Are those opencv, gstreamer, vkd3d, oss? If not, could you please share the list?

I've looked around the github page for Proton and the list is not linked on the readme or anything easy to find like that... is it inside some issue thread?
