This isn't Proton's fault, and has nothing to do with the Windows games. There are more than a few reports regarding the shift key's broken functionality on Valve's Github issue tracker for the the Linux Steam client. Looks like it has been there since at least 2013:

Edit: Forgot a game, added.Banished crashes to desk top with an error in steam 64 bit
Games that work but have issues Rise of Industry plays fine on a medium map but wll not load or crashes to desk top when playing a large map
Original Colonization works fine
Civ V plays great so far
Hearts of Iron seems to work ok
Transport Fever works fine so far
PlanetBase works great, I have a mouse error but that is Linux's fault they loaded the Logitech drivers for the mouse and they are unsupported according to Logitech!
** Grand Theft Auto San Andreas
- It is recognized as MAC OS and installation fails.
- Attempt to execute the game with the following command.
steamapps/common/grand theft auto - san andreas/Grand Theft Auto - San Andreas.app/Contents/MacOS/cider
