cloud sync working one way but not the other way.

I don't know if this is the right place to post this but I hope its fine.

My laptop and desktop both run Linux mint 21.3.
I mainly game on desktop and use cloud saves for everything so I can always play on the same saves with my laptop.

After playing some Hydroneer on my laptop my desktop says "changes form another device have not yet been uploaded to the cloud". When I close the game on my laptop I see that the steam cloud badge says "uploading to cloud", then changes to "up to date". So I think the upload does work but it is going wrong with downloading.

How should I go about troubleshooting this because I am a bit at a loss here.

Do you have both clients open simultaneously?

I tried both. Only one client open and two at the same time.

Solution, (sort off)

I managed to get it working by game streaming the laptop to the desktop. Right after the game started the desktop client recognized that there was a new cloud save and downloaded it.

Not really a permanent fix I think but this works for me.
