you can remove this manually from your linux user home folder (if you know where that is on a chromebook... i have no clue where)
on normal linux this goes in a subfolder to the user home folder
sometimes the subfolder is ".steam" directly under the user home, sometimes this is just a symlink to the correct place
how about alt+f4 to close the blank window?
i'm hoping it's steam's undecorated window spanning the entire screen that's blank, allowing you to move away, so it might make it easier to figure things out
can you run "steam" via terminal and post the terminal output here?
or this to save the output to a file in your linux home folder instead of to the terminal window...
