High ping on CS:S

I just installed css, i installed the 13.1 amd driver and im able to play the game!!

However, i'm experiencing about 40-60 fps (which is decent) and a ping of about 800-1000.
My laptop isn't that great, but i can play css on windows. I lowered all the graphics to minimum with no luck. Am i the only one with this issue??

and write "rate 15000" in console
