I had this issue on Debian Wheezy.
Reinstalling the AMD drivers with --force option solved it.

I had this problem after an Ubuntu 14.04.2 update this morning and, rather than re-installing Steam, I found out that I could instead "reset" it. All my games remained in place, but all Steam's other files were "reset."

This was all I needed to do to fix this problem, and it was super simple.

Note: I don't know if it would make a difference, but I had exited Steam prior to performing this operation. Hope this helps someone else.

From Steam support: :

Linux
  • Open Terminal
  • Type
    steam --reset
  • You will see the following:
    Installing bootstrap /home/[username]/.steam/steam/bootstrap.tar.xz Reset complete!
  • Restart your computer.
  • This should remove and download new Steam files for your Steam client.
  • Launch Steam and re-test the issue.

If you are running KMOD or AKMOD to handle your Nvidia driver:
1) sudo yum install xorg-x11-drv-nvidia-libs.i686
2) Restart Steam
