Start steam from the terminal, and it looks just like the above posts.
Many people (myself included) seem to be having an issue regarding the new UI:

https://github.com/IsaacMarovitz/Whisky/issues/41 (I have no idea what this "Whisky" project is).
There are plenty of issues opened on the Steam for Linux page regarding the new UI (and the root cause of it which seems to be a new thing they did with their browser or something?): https://github.com/ValveSoftware/steam-for-linux/issues
I'm not sure what they changed but after I did some digging, for me at least, the problem seems to revolve around steamwebhelper.exe as that's the problematic program for people running Steam via wine.
