What ideas do you need?

1. Go to café
2. Start Steam
3. Log in (check "do not store account credentials on this computer" in settings)
4. Download your game
5. Go to Steam -> Backup and restore
6. Save the game to a pendrive
7. Restore at home using the same backup utility

Note that you need to launch every game online first, so it won't work on a computer that has no internet connection at all, ever. After initial launch, you can go offline.

Also note that downloading on windows and restoring to linux won't restore all files, so a small download will always be required.
