You could try this one on a terminal:
STEAM_RUNTIME=0 steam
Running Steam on ubuntu 14.04 32-bit

I think there are indeed also 32bit-ARM processors. But Ubuntu 32-bit is made for i386 computers.

I thing there actually is an Ubuntu for ARM (at least there's a Debian), but no Steam...
TheX: That's not an Intel compatible processor. It won't work.
But Steam already has problems to support 32bit AND 64bit i386-compatible processors.
If you are interested in using Steam on that machine: Look out if Steam will support Android one day!
Anyway: Having a Steam client for ARM would be one thing - Another would be to have games on Steam with binaries for these computers. Although there are some games that also have Android versions these versions are not on Steam currently.
