Can not run any non-native game through Proton on Endeavour OS
If I attempt to run any game through Proton, or CS2 natively as well for some reason, I will simply be stuck with "Downloading content (0%)" and nothing will happen from there. This account does have the Family View thing, could that be causing the issue for some reason?

I'm just a fellow neo; I suspect the first thing the experts will want to know is how/from-where you installed Steam.

How about some basics? Did you switch-on Proton support in Steam settings?

Just used pacman to install from the multilib repo

It seems like a permissions issue on the directory where you install Steam games

That'd be strange if it were the case, as it is inside the home directory.

Steam > Settings > Compatibility > Enable both "Enable Steam Play for supported titles" and "Enable Steam Play for all other titles"

That was enabled, but when i had a parent temporarily disable family view it worked
hopefully it still works when family view is enabled again
