you can install the package via command line without any other software by running this command from the downloaded install files directory (steam.deb might not be the name of the install file, replace accordingly):
sudo dpkg -i steam.deb
it will then fail because it says it needs dependencies.
then run:
sudo apt-get -f install
that will install all those dependencies it listed.
then you need to re run "sudo dpkg -i steam.deb" and it will succeed now.
that same procedure will work for any .deb you download (like if you want to install a beta or dev version of Chrome)
after all that you will encounter another steam related bug. After its all updated and logged in, every time it logs in you will get a terminal window letting you know its out of date, even though its not. it can just be ignored though.
Only workaround is to uninstall the manually installed Steam and install Steam from the repos (or do it that way first).
BUT, it doesn't show up in software center, for what I can only assume is more bugs, but it will show up when you run "sudo apt-get install steam".
It looks like its an older version, but it doesn't matter because Steam updates itself after install, it does retain the older icons for now though, which is odd but currently its the only error free way to run steam on 16.04.
