If it works without a firewall you know you haven't configured it well enough yet... if it doesn't work you can rule out that.
Did Steam Link work fine with Windows before?

You mean that you disabled the router firewall? If so, don't do that. If both devices are in the same network you don't have to add port forwarding unless you want to give access to the Wan to your devices (which is not this case).
The most probable problem here is that your router firewall isolates wifi network from lan network (eventhough they are in the same network). Try to connect steam link using cable and check if you can reach your steam link (with ping, for example). If your ping works, then steam link should be able to reach you computer and... well, should start working.
