I can't get it to work in a hurry now. Little experience with Python. But looks promising, though. Let me know if you find anything.

Best results here using a buffer of 256
play "|rec --buffer 256 -d pitch 600 band 1.2k 1.5k"
in man it looks like it may be able to output as a device
modprobe snd-aloop
start "SOX" in bash for me: play "|rec --buffer 256 -d pitch 600 band 1.2k 1.5k"
open voice settings in steam; for me :: set to PulseAudio Default
start test
set in steam to monitor of Built in Audio Analog Stereo.
set Alsa plug-in sox to mic location
and it works to this point have not tried in game.
one thing is steam outputs to another audio device for a suround sound headset on my system
