Not true as these are the most stressful role unlike other games if you are caught you lose the game for your team. Like sure Kira has less stress since they can just pass the death note to their follower however there's a bug that prevent the follower from using the Death Note. Meaning Kira has to do all the killing and if Kira cuffed then only event can occur. When this happens I usually say to cuff the same person and that Team Kira cannot kill due to the bug.
