You'd have to lay out huge strings of rules, like each player has to lock in, then change their move to a set action (like say, block) then give the signal for the other player to trade positions, then rinse and repeat for EVERY SINGLE INTERACTION which is....probably like what anywhere between 10 and 20 minutes at a time?
TECHNICALLY possible but it'd be a really jank way to do it, and you'd have to be in the same physical IRL room.

Play a single player match and do it old school "hot seat" style.
1) P2 looks away while P1 chooses their move.
2) after locking in P1 resets all controls to "neutral" and calls P2 to do his move.
3) P1 looks away while P2 does his move.
4) before locking in P2 calls P1 back so they can both watch the outcome.
5) repeat to step 1.
NGL it's a bit of a procedure and a pain in the butt.
Alternate method: the game is like $5 and will run on any Windows capable PC, I just bought my friends copies.
