Something is terribly wrong with coop and difficulties.
I played through the campaign with a friend.

And though I picked veteran he was getting ranks and achievements for normal.

When we did ada's he hosted since I didn't want him being agent and I got ranks in professional and he got them in veteran.

Anyone else experiencing this or something simmiliar? Why am I always put a difficulty above him?

Your friend will always get ranks/achievements according to his last difficulty settings -- say, the last time he played RE6 he selected "normal". He'll continue using "normal" even when he joins your co-op campaign for which you selected "veteran" difficulty. The difficulty does not automatically adjust to the host player difficulty. In order to match your difficulty choice, your friend would need to select to play the game before joining the coop session, or select a chapter and define the new difficulty that will match your difficulty. Basically, before starting co-op, you need to agree on the difficulty and set the difficulty before starting the coop regardless of who of two of you is hosting.

ah, well he had just gotten the game so that kinda expalins it... But is this a glitch or is he actually experiencing that difficulty almost like a handicap?

I think the developer designed it that way so that an advanced player can co-op with a beginner. For you, if you select "Pro", the game will run at that difficulty (but just for you), and for him if he selects "normal" the difficulty, achievements, points will be in the "normal"range. It all means, that an experienced or less skilled player will not drag you down by frequently dying, running out of ammo, failing at QTEs, lose every fist fight, because the difficulty is scaled down for him ... he also won't be getting as many points and achievements you'll be getting. It's a usuful concept when there is a quite a bit of skill difference between two co-op players or when one of the players is just starting the game and doesn't know the maps.

I agree, the fact that difficulty is per-player is a great concept. Unfortunately, the fact that you can't actually pick it before joining most of the time (in the middle of a no hope run and then join a friend's game... that's not going to go well) does throw a bit of a wrench in the operation.

It's an interesting concept but the fact that nothing tells you about it is kinda annoying.

Yes. The game takes the last difficult setting from the player. I played with a partner. My partner takes "normal" difficult and I wondered, why I have 3 Rank in "Veteran" at the end of playing in coop. I haven´t 3 Rank in "Veteran" on this campaign and difficult settibng before. The answer is, I played it solo in "Veteran" before I played in coop and get the first 3 Ranks on "Veteran". In future, I selected my difficult on "Easy" before I play in Coop. That makes difference to my Partner too.
