Report a translation problem
People have to do the old-school way of manually finding people and inviting them to their game.
But that there are not even campaign mode lobbys (since the game has drop-in/-out coop, right?) is... interesting to say the least.
I found an intersection partner playing Ada yesterday for the first time while I played Leon, quite cool, hehe. (And that chance is really small since you need to find someone who is in the exact same spot of the other campaign within 60 seconds. Sometimes I wish there was no counter and just let it search for 5 minutes to increase the chance, because it is a hell lot of fun).

Anyway, you can always see how many are currently playing by clicking on Community Hub for RE6 in your Steam Library.
The green number will show you how many players there are.
Every once in a while I find a game. I also never (okay, never is not true but most of the time) had problems finding Agent Hunt games. But I did not even try it when less than 2000 people were in-game. And also I never saw 3000 people playing RE6 at the same time.
Add and ask friends to play with you, that way I already have played around 3-5 hours (I guess) of Predator and Survivor within two days.
Edit: Oh, and join the official Steam group chat (also community hub), good chance to find someone.
