She got the founds from an unknoun agency and create Neo-Umbrella, i thing attack was in china because the founds from Neo-Umbrella comes from there and was more easy to create a secret laboratory in a peace place without many eyes on it.
Simmons is a very wealthy man, who has fallen head over hells for Ada Wong. As he can't have the real thing he injects Carla with the c virus along with some of Ada Wong's DNA (without Carla's permission). This causes Carla to have the appearance of Ada. Carla however is left mentally disturbed from this and believes to some extent that she is the real Ada Wong even though she also knows she isn't (hence the mentally disturbed part). She however clearly continues to work with Simmons with her lab in China (she even on the cctv is seen to have chosen that location for her lab for a reason, this is of course important and shows how she financed/ran her operations), and plots to dystory the current world and to become the ruller of the next world. At this stage I use the word 'she' liberally as Carla is more of an 'it', she then seems to have syphoned of funds and maniuplated Simmons (hence his suprise when the real Ada calls him at the end of chapter 2 of her campaign) to finance her endevours. She also infects people from china (and likely elsewhere) with the cvirus in such a way that she has control over them (the details of the cvirus are not fully shown, it kind of acts as an all powerfull virus that can be maniuplated to do many things), hence why she located the lab in China (pressumably as the large population etcx meant it would be harder to trace missing people, especially if you had funds to cover it up with).
If you need any further clarification let me know. But I think I summed it up.
It is a long story, and I can see how one could miss some details. Somewhat like how one can when reading a long book.
It does all make sense though. Sure it is a bit silly and over the top, but there is no issue with what the OP has asked about.
Also it is not a b-movie, it is a game with a b movie style story/plot. Though I would venture a guess that you can't name many b movies with as complex of a plot.

No. I see now where the issue is. I never got into the "collection" section of the game where pretty much has all the info I wanted to know. No wonder I wasn't fully understanding the plot. I missed the "files" from the previous games.
EDIT: Noticed you said you missed the files. In case you didn't realise, the files are obtained by shooting the emblems. Yeah, it wasn't the best design choice but it should encourage replayability. Personally, I believe RE6 has the best story in the series and CAPCOM finally nailed the whole "humanity's greed and lust for power" theme they've always dabbled with.
It also had some Shakesperean influence, believe it or not. This is at its clearest when the twisted love story of Carla and Simmons comes full circle in the final cutscene. Carla's finest creation wasn't Haos, but her own clone of Simmons that wakes up and starts coming out of the chrysalid when Ada enters the lab.
That's the implication, anyway. Carla always loved Simmons, even after he used her to clone Ada Wong. She still had their picture on her desktop background and cloned him so that they could rule the new planet she would create with Haos as King and Queen. They were a perfect fit. You'll also notice they say the same things during cutscenes, too:
When the J'avo firest the dart into Simmons, he says "she got me. Well played.".
When the secret service dude shoots Carla, she says "he got me. Well played.".
On the surface, it's average B-movie stuff and its presentation doesn't really do much to suggest otherwise (except Chris' campaign), but it's quite well-written if you look under the surface. It's no war and peace, but it's nice to see CAPCOM taking strides with their writing. Also, the introduction of The Family/Shadow Government really speaks to the crazy conspiracist inside me.
It'll be nice to see what becomes of it.

I always like the RE lore. Reading this game "files" I started to like more the plot now. Is as you said. The game itself behaves like a B-movie with a lot of cliches scenes which, in my humble opinion, could have been left out of the game with no loss. The history behind all this cheese B movie, thought, its a nice plot with conspiracy and all...
When they marketed the game, it was all about the hopeless prospect of the world ending, so I was a bit disappointed at how light-hearted the game was, for the most part. Like with Tall Oaks, a potential Raccoon City 2.0. It struck as me as strange that we only spent one chapter there before the devs opted for cemetaries and a tomb raiding adventure. It took the "serious" edge off it all.
It had a dark, twisted almost nightmarish story at its heart (very reminiscent of CODE: Veronica), but a lot of it was lost to the way it was presented. Well, that's what I think, anyway. ^_^
I still love the game, though. I can't wait to see where CAPCOM take the series next with RE7.
