Yes, skill points are tied to your account as a whole, not just playthroughs.
As for your " And if I finish the game on some difficulty will I automatically get achievments for lower difficulties? " statement; yes, you will get achievements for lower difficulties.

Ok. I'll se anyway. I chose Professional.
No idea what the game would do if you clear half game on No Hope and the other half on Professional, but I guess it should still count as beating the entire game on Professional.
You can not use skills in 'no hope' difficulty
Am I a bad player? Or falling on the ground is regular thing in this game even for advanced players?
I don't know. Vast majority of Hollow Knoght seems less difficult and annoying for me. I finished the REmake 2 on hardcore several times and it was really difficult and annoying only in several places.
Maybe it is difficult because I don't play it with real friend but with AI? Maybe it is not more difficult than annyong I don't know.
On the first walkthough on professional I barely managed to kill the smelling monster in the church. Nightmare King in Hollow Knight isn't so difficult. I don't get something? I don't try enough or what?
What about you? What do you guys think about the difficulty (in any difficulty) here?
The game allowed me to chose skills on NO HOPE. But it did not say it won't work.
Ok, the first guy probably were wrong if alreade several other guys told me it will count. We'll see.
and about the difficulty I think it depends on practice, the first time I played also passed difficulties in some parts
