Since you're using a 3rd party program (Skype\Discord~Not related to steam in anyway)
Why don't you disable your microphone in steam overlay (SHIFT+TAB) ?
I'm not sure of this, but give it a shot.
Here's what you are going to do:
1- Open anygame.
2- HOLD SHIFT then press TAB.
3- Click on Settings at the bottom.
4- Choose the "voice" bar from the top.
5- You have many choices,
a-You can lower the voice volume or recieve.
b-You can bind a button.
(*a & b work for me in "steam voice call" I have not tested this)

Have you tried the steam push to talk feature?
Just go to steam - setting - voice
Pick "Push to talk to transmit voice" then determine which key u want to use. Then click OK
