...and maybe Minecraft got it from reality (kinda)? Soooo... maybe that's why this game does it also?
Or maybe flint should be found in trees? :p
To be a bit more specific: small patches of gravel generate wherever sand is near water. You also get larger gravel patches scattered throughout the map like the ore blocks are. Gravel is the dark-grey block with whitish flecks in it, but the flint itself looks more like a bar of metal.
The cnace for gravel to drop flint isn't very high, but it shouldn't be hard to get some if you find a patch (make sure you don't dig into water though). If you get really terrible luck mining gravel, the materials merchant also sells gravel... although since gravel is only used for cooking fires (of course some mods might use it for other things...), it's generally easier to skip the gravel and buy/find iron to make ovens with.
