hearthlands,gnomeria,stonehearth to name a few
Heheh, that is WELL out of date. Since that article was published, the developers have come back to have another go at some of the mechanics they never originally got a chance to implement. They've already released two MAJOR updates (including tutorials, terraforming, big optimisations, container management and more), plus a couple of minor patches in between, and they've greatly improved the game's compatability between different operating systems.
After speaking with the developers, I can tell you with 100% certainty that the game is ACTIVELY being developed right now. The most recent information is here:
http://www.townsgame.com/forums/viewtopic.php?f=8&t=1420
To add another few games similar to Towns to the list: the Majesty games, Clockwork Empires, and the series of ancient-civilization themed games by Impressions (Zeus: Master of Olympus; Pharoah: Ruler of the Nile etc.). Majesty (1 and 2) and the Impressions games are finished titles; Clockwork Empires is still deep in development but it has a very detailed weekly development blog. Ditto for Stonehearth and Hearthlands; I haven't looked into Gnomoria's development news enough to say whether it's given the kind of regular updates that would allay apprehensions about the Early Access model.
Keeping the part of the post relevant to the topic; since the rest was in regard to a trolling post; and since it memory serves people prefer me not to edit their posts.
But Cyborgt's link does, indeed, point to another discussion of games with similar mechanics and attractions that might interest Towns players. Those looking to use this as purely an excuse to sling mud, go find somewhere else to set up your soapbox.
Prison Architect and Banish are also good builders with different themes

EDIT: As well, get pharoah, its a great civ building game with great defense based combat(no heroes needed). The game is limited on maps(around 10-20, with each lasting around 5 hours).
By far though, one of the better ones is "banished". All my friends on here that have the game love it and play it quite frequently.
Another serious contender (though an older game) is Acropolus
