As far as weapons, it depends on whether you want ranged or melee damage. The Fire Sword is probably the best weapon in the game, at least it does the most damage. The Lightning is probably the best ranged weapon, although the Golden Staff may have a higher damage per hit the Lightning fires faster and has a better chance to hit its target. However, the Lightning is classed as a spear where the Fire Staff is classed as a magic staff, and this effects which heroes can use either of the two weapons...
Gold is, ironically, one of the easier metals to get -- caravans often have some, so you can start stocking up early on to have plenty of gold for armour later.
If you wanted you could mod in a recipe to craft them, for example using the Itesmithy and high-level monster "ites"; but I've found that just buying them from caravans whenever you can is enough to equip a good-sized town guard. You only need a couple of enchanted weapons in a group of guards to make a big impact, especially with ones like the Plague Bringer or Trickster's Blade
