Just trying to help, I'm not claiming its the definitive solution but it's working for me.

Setting 60 FPS.

I tried other things before that and since I didn't undo any of them, here's what I did before in case it's a combination of things.

-Disable in-game overlay (Steam and Ubisoft)
-Run Steam as admin
-NVIDIA Power Management mode - Prefer maximum performance
-Graphics settings High
