Can you please try some troubleshooting steps for me?:
Run the Windows system file checker which finds and repairs issues with some core Windows files >
a) press the Windows key + s
b) search for the command prompt and right click on it and run as administrator
c) type the following command as it appears sfc/scannow
d) press enter and wait for the tool to check the system files, this might take a little while
e) after completion close the tool and try to launch the game

Hi, this is a KNOWN issue, posted by Microsoft themselves recently. When will Ubisoft fix this please?

...except I have windows 10 and not windows 11, so I cannot be 100% sure it's the same issue.
Can you please provide the source of this info? If it is as you say, then this is another level of problem.
