Sorry to hear you're experiencing some stuttering in your game.
To try and help resolve this, could you please take a look at our support article [www.ubisoft.com]on this topic to see if any of the steps inside help at all?
Does it help if you lower your graphical settings in game?
Please also make sure your GPU drivers are up-to-date and that your monitor settings are not set higher than their native mode, as this could put a strain on the graphics and cause some issues.

May we please also know what FPS / Refresh Rate you're running the game at?
Does capping the game to 60 help at all?

my avg fps is between 80 and 60fps and my refresh rate is 165hz

Do you have any programs like hardware monitoring software, RGB controller software, that may conflict with ACV?
Do you notice an increase in hardware usage, via task manager when the stuttering occurs?

#1: go into ubisoft connect, turn off the overlay.
#2: Exit ubisoft connect and turn OFF your wifi, start the game and it will try to connect, click settings and select run in offline mode. Exit everything again and turn your wifi back on. Go back into game mode and the game runs fine now without ubisoft connect trying to run online in the background.
