Right click the tray icon and go to settings. Under "General" settings uncheck "Enable cloud save synchronization for supported games". I am pretty sure this will disable the achievement sync as well.
Also: apparently the most recent version of Ubi Connect has a memory leak in the Overlay feature, which can lead to crashing if it exceeds the system's available memory. This issue affects all Ubi Connect games, not just AC Valhalla. Atm I have the overlay disabled and it seems to have avoided any crashing...for now at least.
The only other thing I've read that seemed to help some AC Valhalla owners with crashing was going into Documents > Assassin's Creed Valhalla, and deleting the "cache" directory (while the game is not running ofc), then letting the game recreate it. Some (on reddit) have claimed that doing this every few hours prevents crashing via memory leaks but this solution is anecdotal ofc.
If you really want to deactivate achievements you can start the game offline, there's other posts around here describing how to do that you can search here.
On a side note Ubisoft has just closed all it's support forums on the web and moved everything to their official Discord, so OP could check there and see if there's any help to be found.
I did see they have the option in the Ubi Connect client to opt into a client beta. I tried to find some patch notes for it (to see if that beta had fixed any memory leak issues with the overlay) but came up empty.
There are no _Steam_ achievements. If you were to go into your games library in the Ubi Connect launcher > select ACV > under the play button you can see there's a small list just below (Overview, Challenges, Rewards, Statistics...Achievements...).
