Where in the settlement do i build this thing, its not listed on maps i find. im at level 3 and the whole chibang but i cant find it.

You need some foreign supplies before you can build it, and you also need some other structures built first before the option becomes available. But the area you build it is up the hill from your Jomsviking hall,on the eastern side of the settlement.
