I will expect it is tied to condition that you use a Bow like Predator Bow (the same way Guiding Arrow work) as you need to keep holding that key or button while arrow are sent to target and with Light Bow or Hunter you will have other secondary key command (alternate).
Try to split keybind from aiming to another key and use RMB to control Alternate mode ability or v.v. as that make it easier to control what is happening. I use ESDF for movement instead of WASD and have R as aiming instead as that is easier to hold down while moving mouse to shot or use Guiding Arrow for Predator Bow.
When this Ability work it should give you some Adrenaline when you hit target (it should trigger arrow to shot - and maybe you need to keep holding it until it will hit target).
Don't forget that Hunter Bow have its own Alternate Ability that can be unlocked and Light Bow have another one, so maybe you need to use a Bow which you have unlocked Alternate Ability first and when you use that Ability it will return Adrenaline when you hit targets?
If it doesn't work then just remove points and put them somewhere else (until you can use it) as that doesn't cost anything in this game to change which Ability that are active.
Which type of bows are you using most?
I would recommend to always have a Predator Bow in your inventory as with this bow you can better aim through windows that have bars/grates and hit that red spot for barred doors as there are a lot of those in this game.
Look at that white dot (reticle for Predator Bow) turn into red and you know that you will hit that target (spot which breaks doors bar). It can be tricky sometimes to move your PC into correct position while aiming that spot, so that is something worth knowing.
Light Bow reticle seem to be that you need to aim above targets sometimes and not directly at target (when you see HP). In general you can not aim as much upwards with this type of bow as with Predator or Hunter bow.
If you focus on using Hunter Bow there are Abilities that change bow into more to function as a Light Bow (which can be useful when you further into game).
Don't forget that you always carry Torch with you and can use Torch to put arrow on fire (aim with bow and you will see it arrows on fire), same if you stand close to a flame and shot through it. If you are using Bows with Perks like Sleep then Sleep will become an AOE (fog like effect) and if you need to remove Poison then fire (from Torch) will also do this, although it can be a short time clearance if you are using it around area that are cursed (even when cause of curse have been removed).
What I try to say is there are different strategies that might not even be mentioned as most players only follow other players guides or don't try out themselves how things work.
I just bought Ragnarok DLC (UBISOFT had a winter sale and 20% off in addition to that sale with a code - so it was really cheap compared to normal price) as I had Gold Edition of Valhalla and from that I can see that I now have load outs that I didn't have before this DLC was installed.
So when you read guides or suggestion just be aware that game might changed since it went public 4 or 5 years ago and there is a difference between having Ragnarok DLC installed or not as with this DLC you also have access to some other Abilities later on and load out (in inventory for gear).
One thing kind of been driving me nuts is how useless the Eagle or bird seems in this compared to ACO.
Not sure if later suppose to get better but before I could mark all enemies entry points for caves or underground paths. Seems like it does a little but generally always have to spend time. Running around trying to find the hidden entry point or path. Been finding most of them on my own but still that and the puzzles. Start to feel exhausting trying to constantly find the underground paths.
Honestly only thing I don't like about this game are all the puzzles. Especially the ones to redirect light beams. I hate those ones so much I don't even bother with them anymore.
Yeah, I also find Eagle/Raven rather limited in usage compared to AC Origins, but when you unlock Ability to show hostile enemies when you crunch then this feature is also less important as you can still see where hostile will be and combined with Vision pulse spamming it is good enough to keep track of where those are instead of marking hostiles from air.
As I understand it this is also what AC Shadows will move on to where you can see hostiles in red, instead of marking them with Eagle/Raven.
I suppose we are expected to use Hightowers (those that you interact with for synchronising) to see map markers like tunnel entrance etc, so it is not completely gone from game to find those, but it is more time consuming.
Bullseye is pretty good Predator Bow to set up traps when there is NPC that are close to each other or have paths where they will look on their dead mates body to just explode in their face (it is also useful for killing animals - just stay in range when Raven are collecting loot from dead bodies when you have unlocked that Ability for ranged autoloot).

I am thankful that there are a lot of guides and video on YT to find solution when I get stuck on puzzle or how to get somewhere....but to a large degree Vision to help a lot to find all chests or even paths underground when you combine it with Raven from air and see where there are Opals and other map markers that are underground level.
Don't forget to do raids so you can unlock settlement buildings as that also unlocks new quest and rewards. With that hot wheel you can bring up, you can also call your crew to do raid when you are close to water or when you get to chests that you need to have you second in command to open you will also get an option to call for a raid.
In general take out all hostile or most of it in settlement before calling for raid will also reduce that micromanagement from review them in case they get "killed".
If anything those NPCs have a bad habit of setting everything on fire and we all know how that goes when NPCs get on fire....don't we? ;-)
There are another type of raid called River Raids (it works like an instanced game mode where you have to pick where to raid on from a special map - not the same as the open world type of raids) that will later be unlocked, where this (management) is more important as you will loose all your reward from loot etc if you fail to take settlement because your team mates where overwhelmed (and you will have limited amount of rations to review as you need it yourself to heal up and you also have a limited amount of token that you will need to purchase upgrades and items from that special vendor at your own settlement at Raventhorp).
