the amount of chest and settlement and thing i have looted i rarely get any fabric

It's normal. Fabric is rare. But higher level you have more fabric you will get. I have 200lvl now and loot enough amount of it.

It's only for ration and arrow quantities you can carry, and you can max both of those out before too long, and then they're useless.

Higher level areas have them in abundance. Same with all of the DLCs.
