Bingo! Worked for me!
This should set the language of the game to English.
Then yeah either do it from the game, if you don't have the in game option for it, prolly because you bought a region version that doesn't support english, or yeah do the command line thing and force it to be english. Could that your pc region is blocking it.
Make sure system locale, region and language are all in english at least, system locale can be in japanese for japanese games, it doesn't cause problems with any other game, just some japanese games can't be launched without a locale emulator or japanese locale.
If they persist on saying that, they are using a cracked version of the game that use some modified steam app, and then come complain on steam forums.
Why did we have to do this?? I just downloaded the game and it's still in the foreign language
What is your windows display language?
(they're both different settings)
Try making sure in System Settings - Language your "Windows Display", "App and Websites" and "Regional Format" are in english.
System Locale shouldn't matter, as I have it in japanese, it only bothered me with 2 apps, one related to adobe the other don't remember anymore.
Or you use commands to force the game into the language want.
Simple as that.
welp it's all English, and I uninstalled the game and reinstalled ensuring I had English as the language to download
