You should be able to change the game's resolution via the config file.
This can be found by going to; \Documents\Assassin's Creed Valhalla\ACValhalla.ini
In there you can change the resolution for full screen and windowed (FullscreenWidth / Height and WindowedWidth / Height).

I really thought we’d solved this resolution problem in about 1995. I’ve not had this issue in any other game, ever, and my Steam Library is upwards of 300 games, including Black Flag and Odyssey. This type of thing is kind of game design 101: full screen matches native resolution of the monitor. No wonder this game got mixed reviews.
I’m not wasting any more time looking for a fix, I’m just going to refund it and leave a review. Second game I’ve refunded in over a decade. Didn’t really want the Ubi Connect software back on my PC anyway. I don’t know why I bother with Ubisoft anymore. I should know better.
And troll and/or fanboy types: Yeah yeah airport blah blah blah, don’t waste your breath. I’ve heard it all and I just don’t care.
Necroed a bit but this is the first result pops up in Google. Just wanted to let people know it didn’t work for me either, changed nothing. If it doesn’t work for you either I found a better solution.
Here’s my fix and it worked: From in game, hit Alt+Enter to get to windowed mode, then open the settings menu and see where under screen settings it has resolution and aspect ratio? You’ll notice they’re both locked at “Custom.” So here’s what you do: Close out of the game. Open Steam. Bring up the game’s screen in your library. Click on “Support”. Then refund this crap and stop buying Ubisoft. 100% worked for me.

While the game is open, pull up the display settings which you can do by right clicking on the desktop or just searching for it in the Windows bar. (I'm on Windows 11)
Then make sure to select which monitor the game is on and see that the resolution is set to what its supposed to be.
Tab back into the game and change the resolution to whatever and apply it, then change it back again.
Works for me, not sure if it will work for everybody else but figured I'd share this since it seems to be a common issue people have had with this game.
