Bug: Goal won't take Lottery Ticket

Trying to turn Goal into a Lightning Rod. I can get Goal to stand in the wading pool, filled with water, holding the umbrella covered in trees, but she won't take the lottery ticket. She's excited that we won, but she won't take it. It stays in my inventory no matter what I do.

Nevermind. I fixed it by reloading. I should have tried that first, but I'll just keep this post in case someone else has the same problem.

I had the same problem. Tried saving and loading, and somehow wound up with two Goals: one standing near the tower and the other standing in the wading pool.

I fixed it by asking the Goal near the tower to stand in the wading pool again and then giving her the ticket one more time. So similar to above, but getting past an additional bug people might encounter in this situation.

I experienced the same issue with my PS4 version, and no matter how many times I reloaded it Rufus kept refusing to give the ticket to Goal, saying "you're right, it needs some work." Then I noticed that even though I combined the air-freshener trees to the umbrella and gave it to Goal, the moment she stepped into the pool and held the umbrella over her head the trees disappeared from it. So this time I loaded an earlier save and had Goal stand in the pool, then I pumped the water in, then I gave her the umbrella (sans trees), then handed her the trees (which were added to the Umbrella and stayed there this time), then finally I was able to hand her the winning ticket and finish the repairs to the tower. In short, to avoid the glitch don't combine the trees with the umbrella yourself, ask Goal to do it for you.

Please help, I have all the required items in place. Goal also took the lottery ticket, I dont have it anymore, but im still getting hit when i try to climb the tower.
