RMVXAce also comes with a character generator, which can create RTP styled sprites and faces from a selection of default resources available from dropdown menus. You can also add more resources created by other people into the generator to add more detail to these RTP generated characters.
My recommendation would be to just edit them yourself after you get the basic look down. PaintDOTnet like he said is good, and GIMP is another free tool, although a little harder to learn.
It is very possible, I can remember there was this French developer who used RPGmaker to make his game and he made all the artwork himself.
However, he isn't able to just 'draw' the map right away. He has to draw certain tiles (that he can re-use preferably) and then puzzle them together to make a map (so no grabbing GIMP and drawing your map and then importing it, it doesn't work like that). So he has to create his own personal Tileset.
Your brother can take use of Parallax Backgrounds which does allows him to just
draw the map and use Transparent and Empty Events (or tiles) as way blockers.
