Help on how to make a glitch filter effect?

I'm still pretty new to rpg maker. Is there a way to make a color rgb split filter effect over the screen? I'm just trying to work on ways to make a boss section more visually dramatic.

Could you be a bit more specific? Well I guess you don't really need to.

I'd use whatever Artifacts I'd want as an image that I would just flash up there for a couple of frames. Probably would have several so that I could flash a few of them up after the other, and might have several different combinations that I'd do to keep it from being static. Probably randomly pick a combo with a variable that would be used in a common event that held every one of the combos or something.
