Report a translation problem
I know it can be confusing at first, but the more you work with it, you'll better get the hang of things. But, there's always more to learn it seems. :)
I've recently made a 1940's nior horror-themed RPG, It Lurks!, which has "zombies", you might be interested to take a look at (you can download and play Chapter One for free)

If for some reason it's not, then from Library, right-click on RPG Maker VxAce, Properties, DLC tab, and ensure the "Install" box for each DLC is checked.

Try to verify the installation; Have VxAce close. From the Steam Library, right-click on RPG Maker VxAce, Properties, Local Files then Verify integrity of application cache and wait for it to do it's check, and if it finds any missing files should then hopefully download them to your computer.
If you're still not getting it after trying this and the previous suggestions, then you might consider to contact Steam Support about it. Good luck.
