Where/how to make .ogv files

Does anybody know what software allows me to make ogv files, so that I can make "movie" files for my game? Neither adobe premier or windows movie maker allow me to make these kinds of files. (I mean it seems kind of a design flaw not to allow the most commonly used video format but I didn't come here to complain about that). Does anybody know where I could convert "normal" video into ogv. format?

Some video editing software may have the option to convert a video into that format.
You could do a google search for utilities that can convert movie files into ogv format as well.
Doing a quick search turned up many such results, but I can't really recommend any in particular.
