Otherwise, your basic B through E tilesets are what you place as objects on top of the floor/ground tiles from A. You will need to go into the Database>Tileset area and assign those to the tabs you want them to be in. You can create your own collection, say named 'Modern'. Then just import the tilesets (which you seem to have done). You will also notice that the items probably have a Circle icon on them. This means they are passable. You must go through and click each one to the X icon (unless you want the player to be able to walk over that particular tile.) You may also set the Star icon on a tile if you want it to be 'in front' of the PC, similar to bushes and such. I believe you must also make the upperleft most corner of the B tileset into a Star for some reason, I'm not 100% on that, so you might want to leave that spot blank.
If you have a half tile, like a bus, that may be because there are multiple pieces. Typically you will find them on the same page. Just highlight the part you want, liek the front of the bus, place it. Then look for the middle section, place it, then the tail end. Some tilesets have different variants, say if you wanted a smashed in hood or a smashed in rear end, you can place those on an otherwise undamaged frame.
