Report a translation problem
(I am not sure again that the RTP is supposed to be the file that tell where to get the assets from RPGM. My memory seems to play me tricks)
I can rerport while downloading steam went offline mode for few seconds and I encountered this error.
1. The program and the RTP was installed in different folders (I reinstalled the program in another folder, but the RTP remains of old folder) - just bring your RTP to the desired folder.
2. When The RTP is not in project - just copy the RTP in project.
1. Right-click on your desktop and hit New - Text Document.
2. Name the file "Fix.reg", confirm the extension change.
3. Right-click on Fix.reg and click Edit to open it with Notepad.
4. Copy-paste these seven lines into the file in Notepad:
Windows Registry Editor Version 5.00
[HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Enterbrain\RGSS3\RTP]
"RPGVXAce"="C:\\Program Files\\Steam\\SteamApps\\common\\RPGVXAce\\rtp"
[HKEY_LOCAL_MACHINE\SOFTWARE\Enterbrain\RGSS3\RTP]
"RPGVXAce"="C:\\Program Files\\Steam\\SteamApps\\common\\RPGVXAce\\rtp"
5. Replace the paths specified with the actual path to your RPGVXAce\rtp directory (note the double-backslashes), save the file and close Notepad.
6. Double-click Fix.reg on your desktop and click Yes, then OK.
7. Delete Fix.reg

EDIT: Also, make sure you have the \\rtp at the end of the path. I guess I wasn't quite clear on that.
I tested your method on a new Win 8.1 and it did not work for me. It may only be something that would work unadjusted on XP.
