Is RPG Maker hard to use if you have never tried it before?

Only at the very beginning before you understand the basics (setting up tilesets and events). VX Ace is the first one I've ever used and it didn't take long before I got to work seriously. I barely even touched a tutorial but I had a firm plan of what I wanted to do and just dove right in. No need to worry about scripts unless you already have experience with coding or are interested in it. I haven't touched one yet and I'm doing fine.

It depends on what you want to make.
you do not need long to make a simple RPG-Game.
But your work and learn Time will increase with more complex Game Mechanics.

Pretty much what everyone has said so far, play with it for a few hours and thouroughly go through the menu's and options just looking at and filing away things in your mind. (It is very easy to just sit down for hours and never leave the database menu.) Play with tilesets and map creation. Then take a few hours just placing events and seeing what they do and how they work. I recommend if this is your first time keeping all the default actors, classes, monsters, and items and make a game maybe to level 10 just to get used to the system before starting over and making your own custom stuff. Or just keep going with the defaults if you desire!

I've used all of the RPG Makers in the series and it's just a matter of figuring out how the paint job differs from previous incarnations and what features they've added and hacked off. But they've all been easy to pick up the basics and run with it. I've never devled into making my own scripts as I don't program, but you can make radically diffrent types and styles of games if you do and know how.
