As for your example of getting hurt by monsters. I assume you mean something like walking through a certain area and then a monster pops up, screams, touches you or anything like that? Yes, that is easily done by the events system. There are plenty of commands for that.
So yes, although it will require some slightly advanced knowledge of the mechanics of the engine and some creativity, it is possible to make a horror-game.
But I have to bring up that creating such a game will need a lot of custom input, like appropriate scripting, sprites and music i.e.
If you want some inspiration for horror games made in various RPG Makers then I reccomend Ib, Mad Father, and Witch's House. Those ones are typically popular in terms of RPG Maker horror games along with another one called Misao, but I've never played that one.

It did so well Square Enix bought it, made a sequal, now it has mangas and an anime and has been released on multiple platforms.
If you're gonna make a horror game in RPG Maker, play through CP first, it'll really help to see what can be done with the engine.
