My answer would be: No. VxAce is more geared for making classic-styled 2d RPGs. For making something like Skyrim, you'd be better off to use a different game-development software more suited for making those type of games.

Since this is a 2D based engine, no you can't. If the graphic doesn't matter to you, and you have A LOT of time on your hands well.. you could try to make something simmilar, but that really takes a lot of skill, time, and additional scripts in ruby.

You could; it wouldn't be 3d though. Its probably easier to make a skyrim like game in something like Unity. While you technically COULD make a game like skyrim; you probably shouldn't start down that journey. TL; DR there are better tools out there for making a game like Skyrim, while you could use a screwdriver to hammer a nail, an actual hammer works better.

Skyrim got MODS, if you want to make Game like Skyrim, than u need to buy Skyrim and ask in the Forums there about the Modding Stuff for that Game. As far as i remember that i maybe sometime read that: You can make your own Skyrim Mods without many Programming. But i dont know anythink about it. Never Played it myself.
