However, there could be a small chance of doing something in 3D, but it would require to know how the engine works from top to bottom and also know about Scripting to an extent. So, if you're aiming for this kind of game, I'd say use another engine. But RPG Maker is really good on making small and simple games.
Obviously with more features scripted in and with higher quality art assets it would look a million times better than this. You can make it fantasy/futuristic/modern/whatever you like as long as you have the artwork for it :)
Here it is not sure why its called Front mission when i played it was Front mission 2 because Front mission one was a side scroller

It was basically a mech Final Fantasy, probably one of the best i've ever enjoyed you can customise mechs and purchase parts, steal enemy mechs..
Had little cut scenes when they fought too.
